The link stated that they went to other countries for medical treatment. And it talked specificallly about Canadians in much smaller numbers doing the same but it made the distinction that Canadians were paid by our system for expenses incurred in the US. Whereas Americans won't be in the situations that were discussed. Americans were leaving the US for medical treatment because they couldn't afford the treatment in the US.
