Rallies are always meant to fire up a crowd that doesn't mean causing trouble or rioting. Ever been to a prep rally in high school?
Trump told them to protest peacefully and they didn't listen to him so why would they listen to him if he told them to stop?
Besides he doesn't have the responsibility to stop a riot, that's the job of the police.

Trump wanted more police, but Nancy Pelosi refused the request, indeed, telling the Capitol police to stand down. Later it was found out she was hiring agents to infiltrate the crowd and encourage the vandalism and breaking and entering of the Capitol building itself. Working alongside hand picked FBI agents (by Pelosi), and violent factions like Antifa, BLM, and Proudboys (funded and supported by Democrats), the result is what we saw...riot, vandalism, assaults, etc.
Just like in other American cities. The only difference here was the false flag aspect and better organization of the 'attack'.
