Dubya (or more likely, Dick Cheney) cherry picked from the reports to make it seem that way...BECAUSE THEY WERE INTENT ON INVADING IRAQ...or more specifically, to regime change in Iraq.

They were doing their version of Trump saying, "I don't care what our intelligence agencies say...Putin told me he did not do it...and there is no reason for me to doubt him."

Our intell did NOT say he had them. Our intell gave an assessment of the possibilities...and Bush and Cheney cherry-picked to make it seem that they were saying Iraq had them. They wanted to invade Iraq and get rid of Saddam Hussein. They wanted revenge on Hussein, who had made a bit of a fool of the elder Bush.

One...it most assuredly was NOT a "slam dunk" that Saddam had WMD. It could not possibly be...BECAUSE HE DID NOT HAVE THEM.

Two...on the issue of whether Russia attempted to interfere with our election, Trump did say he accepted what Putin said over what our intelligence agencies said.
