trump believes he has found a technicality to get around he law. he will get to use the plane for the rest of his life for free, and pass that on to his heir, but claims it is just a loan. It is like a judge taking the free use of a Lamborghini as a "loan" from a defendant.
It is being loaned first to the DOD, and then when trump leaves office will be loaned to the trump presidential library, so that he gets free use of it for the rest of his life. Qatar has even promised to pay all the bills for it when they transfer it to his library.
