Virtually everything in chip fabrication is automated. It is impossible for human hands to work at the scale of microprocessors.
I understand you need to defend China. But reality is that production costs in America, once shipping is calculated, is very similar to offshore.
What has destroyed American production - deliberately - is the insane environmental regulations that hamper N-P-N fabrication. (Or P-N-P respectively.) Part of the Trump plan to make America great again is reigning in the mad dogs of the EPA.
Only one that is viable, Samsung. Highly unlikely they will build in America. Though the Qualcomm chips in them were made in America until the mid-90's and the Clinton war against American manufacturing. Create a midwest mecca for chip manufacturing and all of the IC fabrication could easily come back,

Assembly in the US is not the same thing as manufacture in the US.
I would guess that less than 10% of that phone is "manufactured" in the US.
The GPU comes from Shanghai.
WLAN chip comes from Tawain
The company that makes the GPS chip is headquartered in Italy and appears to manufacture in China
While NXP, the CPU provider, does produce some wafers in the US, the majority of their manufacturing is in Asia.
All those chips just went up in price with the tariffs.

You link say 37% - not 300 to 400% as you claimed.
Intel for instance employs thousands of engineers for chip design, most of whom are in the USA. Shifting where the chips are manufactured will have zero impact on that. Ditto the massive sales and marketing force.
That is an operating system - not the hardware.
Android is Linux based. OL is just a lower end version of Android not controlled by Google.
Noballs loves and supports China. If chip manufacturing returns to America, it isn't just the financial blow - but the theft aspect that hurts them. China steals every chip design made in their country. That's why China subsidizes Apple, Intel, and NVidia - so they can steal the designs.
