It seems you don't know the difference between operating a nuclear power plant and constructing one. Then safety requires building to the current safety standards. If old standards were 12" of concrete and new standards are 8" of concrete, what thickness of concrete do you think will be used?
We also have some of the strictest safety regulations which the Trump EO says are to be eliminated.

The funny thing about past deaths is they don't predict future deaths. Arguing that because we have never had a nuclear accident in the past we don't have to have high safety standards to prevent one in the future is complete nonsense.
