The United States own the Constitution and the State assemblies vote for the President through electors that they choose. When the States choose their President, he (or she) has a mandate which is presumably the platform on which he (or she) ran, unless the candidate is a Democrat in which there never is any platform beyond "Free Stuff," "Raise Taxes," "Destroy the Economy" and "End Global Capitalism."
