No it is not. The long-time plan was to crank up the debt so they could justify ending all programs that help the poor. See our terrible debt, we have to eliminate food stamps, Social Security, welfare and other programs because we cannot afford them. That is another reason they jack up the military budget. This is no accident,but the plan for the last 50 years. Every Red president has done it. They cranking up the debt is the program.
It has not failed but succeeded in their long term plans. It started with Reagan.

And cutting Social Security would not reduce the debt because it does not come from the general fund

Yep. Have heard the same claim since I started following politics regarding Republicans. What I unfortunately have come to realize is both party’s love spending they just have different priorities.

The new spending bill increases the debt by $400 billion over ten years.

I saw an interesting debate in the House that reverses the old Dem v. Rep battle.

The Democrats introduced a bill to increase the SALT (state & local taxes) income tax deduction from $10,000 to $20,000. The 2017 tax bill reduced the deduction to $10,000.

The Republican argument against the bill was that almost all benefits will go to the top 1%.

So, the Dems want to increase tax deductions which will reduce revenue while the Reps want to lower the deduction and which results in more revenue because it benefits the wealthy.

I wasn't speaking of it--it was a debate in the House. Republicans wanted to keep the SALT deduction at $10,000 and Democrats wanted to raise it to $20,000. Big switch from their usual positions.
