They were all instructed to self quarantine for two weeks. Its been already proven that afebrile people can transmit the virus so quarantine is more effective. They were Americans so he couldn't lock them up.

The answer to that question is why the state should continue to be locked down.
A lot of Texas does not need to be tested heavily. Dallas County is testing heavily and so is Tarrant County (Fort Worth) and the positivity rate is declining.

Tyson beef plant in Amarillo tested 3587 workers. The test results for 1380 are in. 734 new cases are reported from the the National Guard testing of that plant.

Those people live somewhere in the 2 county region that encompasses Amarillo.
