licensed manufacturer, licensed dealer, or licensed collector who
pursuant to subsection (b) of section 925 of this chapter is not
precluded from dealing in firearms or ammunition, or to a person
who has been granted relief from disabilities pursuant to
subsection (c) of section 925 of this chapter.
(g) It shall be unlawful for any person -
(9) who has been convicted in any court of a misdemeanor crime
of domestic violence,
to ship or transport in interstate or foreign commerce, or possess
in or affecting commerce, any firearm or ammunition; or to receive
any firearm or ammunition which has been shipped or transported in
interstate or foreign commerce.

So, the laws apply to you and I, but if you're an agent of the government, with a government issued firearm, you can drink and do drugs while carrying that firearm and you are exempt from the law.
