From all the factsrevealed, candidate A received more votes than candidate B. To date, there has been zero substantiated proof offered that any of the votes for either candidate were illegal or the counting of the votes was down improperly. The inspector went to the connection icon, hit it and found it connected to wifi. SOME voting systems can though simple OCR ones you are right about.

A voting machine's serial port is only used to report the votes. You can't change the vote that way. Serial ports are not a packet oriented protocol. Hooking one up to a modem on the internet wouldn't work. Voting machines don't run any internet protocol.
