Did you miss the point in the video where the officer turns on his siren several times trying to get the vehicle to stop? If the officer thought the vehicle was stolen, and the vehicle wasn't stopping with flashing lights and siren, then he has reasonable belief the driver is refusing to stop.

At the gas station, the Lieutenant failed--REPEATEDLY--to obey the officer's instructions. At one point he tried to use his rank and military affiliation as an excuse to end the situation.

It was totally his fault for what happened. He deserves nothing other than charges pressed and possibly a review and dismissal from military service for conduct unbecoming.
 
The city may have hired him, but the PBA is what protects him and gives him permission to do this shit.

As a taxpayer, I don't want my tax dollars going to pay settlements because some fucking stupid cop doesn't know how to do his goddamned job.

If you have 10 bad cops and 3 good cops, but the good cops don't turn in the bad ones, you have 13 bad cops.

If pension funds had to pay out settlements instead of taxpayers, you'd see fewer instances of police brutality.

Is breaking through a wall and attacking police a felony?

Daunte Wright was wanted for two misdemeanors. When the cops shot him, he had a passenger in the car so the cops endangered.

Obviously a problem that is long overdue for correction. One solution is 24/7 body cams. That costs money. Another is stricter oversight in both training and on-duty activities. "Problem children" need to be identified and the problem corrected one way or another.

You know, every White guy (from the Blacks perspective) is trying to order around every Black guy like it's 'Ol Dixie' all over again. Don't be an idiot and make obvious logical fallacies. You pull over to the shoulder. If you think it's unsafe, you ask the officer politely once you make contact, if this can be moved up the street to somewhere safer. Almost any officer will agree to do that and follow you there. You don't get to choose the setting.
 
You don't get to choose where you pullover. You pullover ASAP and go from there. Another mistake on this guy's part.

I've been pulled over and, like Nazario, flashers on, slowed and stopped at the nearest safe spot. Usually close. Him pulling into a lit gas station is good for both him and the police.

Just because Barney Fife and his cousin, Goober, overreacted isn't Nazario's fault.
