I think this subject is too complex to try and simply taxonomize nation states, sort them, and draw categorical deductions about the merits economic systems,
or dissect the gradient of the abstract concepts (say socialism vis a vis capitalism) and assign countries to them. Probably one could learn more about beneficially structuring a, or validly advocating
for this or that economic model by studying the human mind, motivations and behaviors, individually and groups.

Well, three of those countries aren't socialist, they're Communist, and the fourth Venezuela, was only ruined by the Capitalist oil markets and Wall Street Vulture firms.

And the firms were so terrible that they pushed the Venezuelan people into electing a socialist that Fascists and Capitalists then tried to depose through a failed coup attempt.

Just FYI because I know you didn't bother to do the work on this, but the levies aren't maintained by the Governor or the city of New Orleans.

They are maintained by local levy boards.

Guess who runs the local levy boards?

Also, Nagin and Blanco were not responsible for the maintenance and updating of the levies. That was done entirely by the local levy boards, who -at the time in 2005- were almost all Republicans.

New Orleans. Since it's in the State's interests that NOLA doesn't become an underwater city, it fits they throw in some money too.

So the bad news for you is that it's not the governor of LA or the mayor of NO's responsibility to maintain the levies.

Those are maintained by the local levy boards in each parish, and they get recommendations from the Army Corps of Engineers.

For at least two years prior to Katrina, the ACoE was warning the levy boards in LA that the levies could not withstand a Category 4 or 5.

Guess who runs those local levy boards, largely?

Bush because he was warned about OBL and AQ by Clinton's outgoing transition team, then by Richard Clarke, then by his own National Security Advisors in an August PDB.

Like everything, Conservatives didn't take the warnings or threats seriously.

That's a pattern of behavior.
