1940 $0-$4000 paid a marginal rate of 4%
1941 $0-$2000 paid a marginal rate of 10%
1942 and 1943 $0-$2000 paid a marginal rate of 19%
1944 and 1945 $0-$2000 paid a marginal rate of 23%
1946-1949 $0-$2000 paid a marginal rate of 20%
So pick a year puddin. Which one gets your fancy? It was 91% on income over $200,000. Want to know what $200,000 equated to in todays dollars? It would be $3.3 million dollars. Not the $250,000 you keep chiming about.
