Money vs. lives is an interesting choice.
I put "other" since there there is no way the economy didn't take a hit from this pandemic. There is a monetary value of the lives lost, work lost due to sickness or refusal to work for employers that actively spread disease.
Like responding to enemy attack, good leaders do their best to minimize the damage done and to preserve the lives of their people. Those claiming they can only do one or the other are poor leaders.
