Per capita means you're averaging together all the schools in Baltimore, including the schools in the suburbs that have higher per capita spending that brings the overall per capita average up.
So what you're doing is exercising sophistry quite poorly, pretending that all the schools in Baltimore have the same per-capita spending, then bringing up the fact that the schools with the lowest per capita spending -without saying as such- prove the more you spend on higher education doesn't necessarily translate to better outcomes.
