These things can easily be achieved without a dictatorship. And none of this involves state ownership, except for ending private prisons. But we could have city and state prisons, we don't need the federal government.

America has been at war for most of its history. We currently have military bases in 70 countries.

First of all, I'm not saying we should get rid of our military. I'm saying the military industrial complex has gotten way too big.
Secondly, I don't want this to devolve into a flame war, but you don't seem to be educated on this subject. When WWII ended, a lot of European countries were Fascist dictatorships because we helped the Soviet Union take over Eastern Europe. American intervention has never been a good thing.
