You are wrong. The border region, and around the major cities, were mostly either Harris, or close to tied. That is the way it has been for years now.

trump did slightly better in the border area than he did before, and even barely won counties he had lost before, but he still does much worse in the border areas, and around the cities, than he does in the rest of Texas.
We can debate as to why that is, but not that it happened.
