a grand jury is presented with evidence that would not be admissible into the record of a criminal proceeding.......it is basically the bare bones allegations of a prosecuting attorney.....now lets say a prosecuting attorney presents a case to the grand jury and they reject it and say no charges should issue........do you think it appropriate at this point to release to the general public, the raw unfiltered claims presented to that grand jury about someone who was never charged with a crime?.......
