The first paragraph of your own post says that Congress has that power under Article 1, Section 8 of the UNITED STATES CONSTITUTION.
That wasn't the question. You claimed that they delegated that authority. I am arguing that they indeed have, but you seem to believe that it is only partial.

This is not a constitutional question, it is a delegation of authority question. The Congress long ago delegated that authority after the passage of the income tax. It was no longer a primary source of Federal income so Congress delegated it to the Executive.

I am still waiting to see what OPNION these DISTRICT COURT activist jurists provided that had anything to do with the law.
