Why Romney won't repeal the ACA:
#1. He won't get elected.
#2. Repubs won't win both houses.
#3. They have nothing to replace it with
#4. even if they did they don't have the stomach to see it through.
The silver lining here is that Repubs got some critical elements they prefer in HC reform such as a public mandate (Dems prefer a public option) and State Health Exchanges. There is also much about the ACA reforms Repubs like. The standardization in health records and the new reporting requirements, for example. So the upside for Repubs is that they got a lot of what they wanted in these reforms and with out taking any of the political odium the Dems have. They have used it to good affect but they can go to far as these reforms are here to stay and more are on the way. Repubs can take this too far politically as, given time, these reforms will be very favorible and the public persception of Repubs on this issue will not be favorible.
