Before you vote in an election, you are entitled to fill out a sample ballot one month in advance so that you will already have your choices identified. You can even fold up your sample ballot and seal it in an envelope and tell all your friends that you have "already made up your mind." Regardless, no one has the power to stop you from changing your mind on election day. No one. No one gets to say "Hey, you sealed your sample ballot in an envelope and your mother 'certified' it." Nothing at all matters except for what you declare on the day of the vote.

The State legislatures have plenary power to decide on January 6th which electors vote for the President. They can change their minds one hundred times between now and the 6th. No one gets to say they cannot. No one.
