Not that I know. There isn't a tax that the Democrats don't like.
 
Have Republicans or conservatives ever increased government spending for everyone (no, corporations and the rich do not count as "everyone").

yes....during the Bush administration was the most recent.....the poorest taxpayers got a 100% cut, every child was worth a $1000 credit, there were cuts in every tax bracket.....and the budget included increases in every category.....

After experiencing GOP deficit spending when are tax reductions in order? Have Republicans ever balanced the budget, or submitted a balanced budget?

Who had congress when they submitted a budget (admittedly one they outspent) when Clinton had the imaginary "surplus"?

Use any method of calculation you want. When has a Republican President ever submitted a balanced budget or presented a surplus at the end of his term? Should tax cuts come in times of increasing debt? More "Supply Side" followed by recession/depression?
Budgets are presented by the Executive, then negotiated and adjusted by the Legislative before passage. That is why budgets are usually associated with the President, it is he who is requesting funds to operate Executive Branch departments.
 
I love how a tax cut for those under $250K is "smoke & mirrors."

As though the vast majority of Americans are above that range; what an incredible disconnect.

The reality is they voted for a budget that was "balanced" however speciously.
