Finland was part of the Russian Empire, and the Soviet Union claimed it at various points. That was the whole point of the Winter War.

They have military exercises taking Germany, so he is definitely thinking Finland can be taken. Finland only has 1/15th the population of Germany, and 1/6th the population of Ukraine. Before recently, it had no military alliances.

Putin was hoping to pick off countries one by one, much like Hitler was hoping. NATO disrupts that plan, but he still hopes to remove the USA from the equation by getting trump elected.
