A programmer doesn't maintain his machine. He just uses it.

You are saying a truck driver is an engineer. You are saying a car wash attendant is an engineer. You are saying a fry cook is an engineer.
They all maintain machines.

The definition does not include users as you suggest.
The definition is accurate, you hold an unreasonably narrow view.
