So we have CITIZENS, who no State may make or enforce any law that abridges the privileges of immunities of Citizens of the United States.

and we have PERSONS WITHIN ITS JURISDICTION, in which no State shall deny the equal protection of the laws.
No, I am not referring to the part that defines citizen, I am referring to the part that defines who gets due process.
