The president proposes the annual budget, and the House votes on it.. So not only can the president write the major spending bill, he is required to do so.

Er um...actually the Omnibus budget is drafted in the Budget Committee; the White House devises their own budget that is supposed to serve as the framework of the eventual budget Congress passes.

So yes, the POTUS does submit a budget, but it's not the budget that gets voted on in Congress...that gets written in Committee just like every other bill.
 
I'm only aware of two, but I don't track this sort of thing. Trump vetoed the National Defense Authorization, knowing his veto would be overridden, in order to force all Congressmen and Senators to "reveal their hands" and state their positions for the voters. I remember George Bush's religious veto of the Stem Cell Funding initiative was overridden.
