Key word "tried" and failed. A single line defense is fucking stupid both because it wastes taxpayer money, at least outside cities, and because it does nothing to stop those overstaying visas or those smuggled in on boats, planes or from Canada. If they really wanted to fix the problem they'd start arresting every business owner who hires, harbors or otherwise makes money from illegal immigration.

They are revised, but Congress is supposed to use the White House budget as the starting point. The budget is such a complex document that writing the starting point is a power.

Most of it writes itself since there's both mandatory spending and discretionary spending. Toss in COLA and inflation to arrive at a figure.

Most of it is written by the bureaucracy. But it is put together by the Administration's OMB. They make the priority decisions.

The Congressional Budget Office does not have the staff to second guess the budget in detail, so they are stuck with whatever the executive branch says. Bush used this to hide some extreme things.
