Trump vetoed the National Defense Authorization, knowing his veto would be overridden, in order to force all Congressmen and Senators to "reveal their hands" and state their positions for the voters. I remember George Bush's religious veto of the Stem Cell Funding initiative was overridden.

While I agree in part, the fact remains that POTUS doesn't write and sign his own bills. Biden certainly didn't write the one Johnson is proposing.

The President, as de factor leader of his political party, suggests the budget his party members should support, but they each have their own constituencies and reelection campaigns to worry about. It's up to the House to pass a bill that is approved by the Senate and will be signed by the President. The process can be thrwarted at any stage.
