of course they do. I never said that a president can defy without consequence. That is incumbent upon the congress. The legislative body is the only entity that can enforce upon the president.

which, technically, was unconstitutional unless he was given that authority through an act of congress. Article I, Section 9, Clause 2 of the Constitution states that the writ of habeas corpus cannot be suspended except in cases of rebellion or invasion.
