Its the underlying belief of Randall Paul made clear by his comments about Monica Lewinsky being a victim of Bill Clinton.

I have a hard citing an opinion. You are welcome to your own evaluation, but to me its obvious. At some point we have to use dry facts to establish an opinion. You may not have developed that ability yet, but it is the mark of higher intelligence. Any computer can recite cold facts.

There's no way I think she was a victim. She testified to a grand jury that she initiated the relationship. I suppose to these righties that makes her a perjurer.
