Typically a mass murderer isn't firing a round any more often than once every few seconds. Reloading a magazine is much faster than that. Your 'valuable time' is a myth.

My Ruger .22 semi-auto pistol can send 9 rounds down range in about 4 seconds.

With a certain amount of training, you can handle that. Machines guns are more for spraying over an area, ideally at many targets within a few degrees of each other, and only in situations where you are not moving (carrying all that ammo is heavy!).
Even on the battlefield, semiautomatic or burst mode is usually used.
