Actually, many farmers did and still do "pack." My uncle kept a .22 Mag. on his tractor for predators (fox, coyote,etc.) and usually had a handgun on when walking around his farm.

Most of the colonies were frontiers, so most of them probably did pack all or most of the time. Why have laws against discharging them inside the city limits unless many people were carrying?
