I explained this in another thread. This bill creates an open-ended entitlement that will be abused severely just as past ones dealing with things like Agent Orange or PTSD has done. A cottage industry of lawyers and others will grow around the bill to entice veterans with some serious aliment to apply for benefits because they once saw a burn pit--by their personal recollection--being done somewhere in their time in the military.
That's the problem with this bill. It has nothing but good intentions behind it, but it--like those before it--will be executed with utter stupidity and awful results.

Convert that to µg/L which is ppb you have a concentration of 0.0000700 ppb. So for a 100 kg man (220 lbs) a concentration anywhere above 0.00700 ppb is toxic. So dioxin is toxic at 714 times LESS than 5 ppb that you claim is "miniscule"? 5.00 ppb dioxin is deadly.
I have been developing analytical methods using mass spectrometry for just over 30 years and I have done so with a number of different dioxins as well as agent orange countless times in water, soil, body tissues and lord knows what the hell else.
