He didn't need to. He needed the wedge issue. In fact, he told the toadies in the Senate not to agree to anything that wasn't 'perfect'.

So all of the Israel/Ukraine funding was stripped out, and then he was screwed. It WAS perfect, but he simply could not allow that to happen.

When Trump left office illegal crossings between POE were down to 75,000 in July it was 97,000 but this is just a slight of hands. Biden is flying hundreds of thousands into the country. Those don't count as illegal crossings.
