Can you imagine someone talking about eliminating Health and human & Sevices when a pandemic might be coming? HHS includes the Office of Health preparedness and response,, the hospital preparedness program and the program that deals with emerging and Zootic Infectious diseases.

Are you familiar with the originalism argument/? That is exactly what it is doing. It interprets the constitution and pretends to understand what the writers were thinking. Interpretation is what the supreme court does.

That was a power it gave itself with a ruling and the Legislative and Executive branches acquiesced
