I think they're necessary. Funny thing is that you always have this push for higher standards. At the same time, there is always a crusade against the tests that are actually implemented. In WA, we had a test called the WASL, which was given to the 4th, 7th, and 10th grades for years. I had to pass the 10th grade test in order to graduate from HS. In 9th grade, we also took a test called the ITED as practice (a popular test created by the U of Iowa back in 1942). Anyway, after a long campaign of hate for the WASL, the voters of WA finally got rid of the WASL. My understanding is that it was simply replaced with a new test with no catchy acronym (largely because NCLB demanded some test to be implemented).
