As it stands, the IDF can and does arbitrarily raze Arab homes for the entertainment of the troops, without any court order, without allowing the family to gather personal/valuable/sentimental items, and without rebuilding the home when ultimately there are no charges pressed or it is discovered that the home was razed purely for sport. IDF beat, bully and generally persecute Arabs at will, whenever they are bored or whenever the IDF commanders wake up on the wrong side of the bed that day.
Of course Arab negotiators are going to walk out when Israelis insist on being able to maintain their ability to arbitrarily persecute. Of course, when that happens, Israelis always respond with the same thing, i.e. "We have no idea why they walked out, we gave them EVERYTHING they asked for."
