Because in this case it's double counting. Here's an example of what the EPA is proposing here:

A truck emits say, 1 ton of CO2 during a year of operation which is within the current regulations for vehicle emissions. That's emitted when the engine is running whether it's at a warehouse or on the road in the middle-of-nowhere. Now, let's say that 1/4 of that CO2 is emitted while it is loading at a warehouse.

Under the proposed rule, the warehouse would have to find a way to mitigate that 1/4 of a ton of CO2. The truck can legally emit it, but the warehouse is now responsible for getting rid of it. It amounts to double counting. It's a way for the EPA to work around lowering CO2 truck emissions which the trucking industry would fight tooth and nail because they know the consequences of it being lowered will be hugely expensive. The trucking industry also knows EV's don't work for most applications.

So, the EPA targets warehouses instead, making them responsible for the truck's pollution--and the associated costs. The result is nothing happens with air pollution as the amount reduced is negligible on a global scale while the cost of everything rises. The whole idiocy of this is founded in the EPA's 'zero tolerance' mentality towards pollution.

Never expect the EPA to ask this question of its policies: How much pollution should we allow? That's not happening. The EPA is focused on getting rid of ALL pollution, that is, zero tolerance. It's a fool's errand of a mission that will destroy society, but the EPA doesn't give a shit about that.

The weight of an EV truck cannot exceed the loaded weight of a non-EV truck. This means that EV trucks will carry less load when that load is heavy, say like a flatbed trailer rig hauling steel. The GVW will be the same, but the EV truck will be hauling less steel. That will raise the cost of shipping heavy items by truck. On long haul routes EV trucks will take longer to make the trip than ICE trucks would. That will raise the cost of such shipping. Team driving is impossible with an EV truck, or nearly so.

It is impossible. Such a truck has to stop every 200 miles and spend hours recharging. It's not even remotely practical.
