Yeah, there's a huge reason for that:
A Few Good Men = great movie
Unforgiven = not a great movie
The latter is a brilliant retooling of the western genre, and Eastwood did a remarkable job on it, but it really is overrated. If you want a modern western that is far superior, try Open Range...
Groundhog Day, Being There, Raising Arizona, Boxing Helena, Mad Mad mad world, Pink Panther movies, How I learned to stop worrying and love the bomb. Wise comedy is the best we can make of this world.
While there are a couple good movies on the above list... none of them tops his pick for '86.... Ferris was the best of that year.
James Cameron is a great director, aside from Avatar, which blows. Titanic had it all, acting, music, effects, lavish artwork (not intended to reference the painting, btw), et. al.
I will admit that I am blinded in my 1997 pick through sheer nostalgia. Titanic launched during my 6th grade year of school. I never actually saw it in the theater, the way 99.9999% of everyone else I knew saw it, but it managed to consume my social life and the popular culture around me for a year.
If you would have asked me back in 1998 (or as recent as 2004) what I think of Titanic, I would have dissed it, and called it a chick flick. When it came out on video, and my sister rented it from Hollywood, I put it on and as people trickled in, I led the charge in mercilessly heckling the film.
As it happens, I am an incredibly nostalgic person, and no movie has ever impacted my life the way this one did. When the 10 year anniversary came around, I was giddy and excited, and watched it on TNT a couple of times.
T&A chose Titanic for 1997, ignoring these vastly superior films.

Okay, I need people to focus on the year 1991. I'm really not happy that I had to select T2. Hoping that there is something small and juicy that I overlooked, because there's no reason why a Terminator movie (even #2) should be on this list...
