It certainly doesn't take someone of a particular ethnicity to address a particular ethnic group's "issues and concerns" any more than it takes a man or woman to address gender concerns. To say it does is racist or sexist. It amounts to cultural and gender snobbery.

Nobody is advocating for it to be mandatory. It should be something everyone wants. The reason is because people need to trust their government. If you have a diverse populace, they are able to have more trust in a government which is just as diverse.

We would not have mandatory coverage of preexisting conditions if we didn't have ethnic diversity in leadership.

The reason healthcare is much better in Europe and Canada is because when countries have a sense of national identity, people care about each other. America doesn't have that, which is why we've become more capitalist and haven't been able to achieve better healthcare like the rest of the western world.

Diversity is definitely important in leadership as America is a nation of immigrants, so long as that leadership does not include treasonous, barbaric and un American Russian sold out republican savages on a mission to destroy Democracy from within, U.S. Constitutional law and the common decency of humanity and its well being. This includes idiots with a hater attitude and sanity infractions who vote against their own interests who are also at fault for the global atrocities that exist now.
