Farm roads often have slow moving farm equipment, in fact that is one of their purposes. If you are driving too quickly to stop in time for this equipment, the fault is on you. Maybe you should stop racing around on farm roads, and leave them for what they are meant to be for.

Slow moving equipment like tractors are easily seen, and the farmer is usually very cautious about taking that thing out on the road for good reason. He spends minimal time on that road. He doesn't take it very far, either. He also keeps it on the shoulder. It's a tractor. It has no problem driving over uneven ground.

Tractors on State highways are loaded on a trailer or a truck.

Most farm roads have speed limits of 55mph. There is usually no shoulder at all except for where a farmer put a path for his tractor between gates. It is no place for a bicycle.

By legalizing drugs in Oregon, they've ended the drug war there. Prohibition doesn't work. Whether legal or illegal, people get their drugs no problem.
