Actually, most of our gun control laws came originally from a desire to keep blacks from being able to defend themselves. About half our murder is due to the drug trade. Just as during Prohibition it was due to the illicit alcohol trade. Our government doesn't seem able to learn from past mistakes. As for mass murder being difficult for individuals without guns, tell that to Tim McVeigh.

As for qualifications, they are of little consequence anymore. Take for example Byrd's KKK churchstate fiefdom which kept voting him in year after year; well qualified to be psuedo-evangelical with propaganda.
