I agree, I doubt there has been widespread fraud but I never received my ballot in the mail in the April muni election, nor did thousands of others. To vote I would have had to stand in line for well over an hour at only one of two in person voting polls on election day. I simply did not have the time to stand in line to vote so I didn't vote. This happened with many others that I saw walking away from the lines.
If that isn't voter suppression I don't know what is.
I've lived in Louisiana, New Mexico, Kansas, Idaho and Alaska. I've never seen a mail in ballot other than for local muni elections here in Anchorage and I'm OK with that. They tend to have a myriad of bond issues and elections for judges so mail in ballots allow me time to research what and whom I vote for.
But for a general election? No.
