I understand what supplemental means and am not one of those trying to use a program in a manner in which it wasn't designed.

But there we go, another bleeding heart thinking that everyone wants to be a leech on society. I'd rather miss a meal than to know someone that was willing to earn and pay their own way was forced to feed me.

What many of them think is that because people don't give as much of what they have as the bleeding hearts believe they should give, it's OK to take the difference from them. It's the 'my compassion comes from spending someone else's money' mindset. Never met a bleeding heart that wasn't fond of see how much they could spend of what wasn't theirs.

Huge programs can be problematic in startup. Bush had a huge drug program installed and it took a long time to get it working properly. They are huge and complicated. They get fixed quickly.
