The one(s) on the other side of the door others were trying to get through who said nothing? The two that were right in front of her that moved through the crowd and out of the line of fire without saying anything? Which cops orders should she have been obeying?

You can see the moment she was shot in the embedded video. What orders did that officer give? He emerges from a side door, gun drawn, and fires a single round into the crowd. Why a single round? Why target Babbitt? Why not shoot the lot of them instead? Why did other officers present retreat just before he fired?
