I guess you could say that guy's heart was just as you say, and encased inside a box where i couldnt even see it, mind you. I still managed to hit both lungs and two ventricles. Single 22lr after 2 unsuccessful warning shots.

Note, you just need to hit a bone. You dont need to hit the knee specifically. It's much more effective but any bone in an extremity is perfectly sufficient.

I think cops should have a target option, not an expectation.

Note: they also are not allowed to fire warning shots either.
 
Additionally, i dont think the other girl was honestly in mortal danger. There was a perfectly good car door just beyond. The sector of fire was perfect for a kneecapper.

That you need to see any more than this image to come to a rock solid conclusion means that you can be persuaded to believe things that are not accurate.
