Withholding? The inheritance tax does nothing until you hit 5.5 million, 11 for a couple. Then it is a small percentage of what comes over that 11 million.

$12.6 million is the current lifetime exclusion with The Oligarchy. Some States also charge an inheritance tax. Some have no limits or exclusions.
