It is a registered for-profit tax-paying business which provides security for a business, a property or an individual which pays them for the service. And such a business must be "well regulated."

If they can't check that box and they have a group of people training with guns and they have given themselves a name, and they actively recruit new members to pursue some sort of ideology, then that is not well regulated because it doesn't meet the regulations of a security business and is thus illegal.
