If anything, the USSR pissed off Vlad because the Soviets openly acknowledged there were distinct ethnic identities like Ukrainian and Byelorussian, and in theory and in practice the Soviet Union acknowledged that the ethnic groups in the union had a right to their own republics, even if they were basically vassal states of Moscow.
